" Dismasked imperialism"

Translated "Avante!" article by Pedro Guerreiro, Member of the Central Committee and of the International Department

The intense and constant non-information and corruption operation, which accompanied the preparation phase and beginning stage of the USA and NATO’s aggression against Libya, currently, has decreed the total silencing of the brutal bombardments’ and economic blockade consequences, which were imposed unto this country.

Concealing the dead and the wounded, the infrastructures destruction and the loss of the most elementary survival conditions of millions of men, women and children, for which they are responsible, the USA and NATO want to continue to hide the real war escalade objectives which they have imposed to the people of Libya.

As demonstrated by the fact that both are trying to hide, what moves the U.S. and NATO is the falsely proclaimed 'protection of civilians ", but precisely its opposite, that is, the imposition of its military dominance, through the political and economic most brutal destruction and contempt of the rights of the Libyan people.

The master key- lines of the secret and anticipated conspired plans against Libya have become increasingly clear; the manipulation of internal contradictions, the external interference; the armed conflict promotion; the non-information campaign; the international law manipulation; the imposed blockade and the armed aggression.

One might state that it is not anything new in the black history of imperialism, however, is even more important to understand this war's sequence , when confronted with more aggression that it nevertheless represents a threat to all peoples which refuse to submit unto USA's orders.

This chronicle, has not the purpose, nor it would be possible, to illustrate all the inadmissible aspects which surround the USA’s (and NATO’s allies and within the region) aggression towards Libya, but nevertheless, one might mention the International Penal Court (IPC) obscene role.

Some of the facts. The USA does not belong to the IPC as a State-Partner. The USA adopted the American Service Members Protection Act, which forbids, as an example, the cooperation with the IPC (obviously, when it regards the USA) and military operations are authorized in order to liberate North-American military staff, eventually, held under this court’s jurisdiction.

But, the USA have established bilateral agreements in order to ensure impunity and the non-delivery of North- American staff unto the IPC in third countries. Libya is not a IPC State-Partner.Therefore, it is precisely the USA which, hypocritically and after getting rid from the IPC, are the main instigators, so that this court’s jurisdiction might be applied to a State which, under its sovereignty, decided not to be part of it: Libya. But, such an intention could only have an effect if the State in cause accepted it or if the United Nations Security Council would be directed to the IPC with that purpose.

Henceforth, this is precisely what took place, the Security Council (in which the USA has a veto) approved a resolution, imposing the IPC jurisdiction unto a State to which it does not apply and, not surprisingly, is not a permanent member, nor has the power of veto within the Security Council. Therefore, through the IPC, the USA seeks to have another instrument in order to promote the political isolation of Libyan responsibles and render a peaceful and negotiated solution, sovereignly decided by the people of Libya.

In that way, the International Penal Court confirms itself s an interference instrument which acts in function of the capitalist great powers’ interests - a court at hand and in the hand of those who impose the law of force, that is, the interference, militarism and war law.
