11. Kongress der Syrischen Kommunistischen Partei

Im Dezember 2010 hat die Syrische Kommunistische Partei ihren 11. Parteitag abgehalten. Die Presseerklärung zum Parteitag gibt einen Eindruck von der Stellung der Kommunisten in Syrien und ihrer Politik und ist damit indirekt auch ein Blick auf das politische Leben in Syrien. (Es gibt eine zweite Kommunistische Partei in Syrien. Beide Parteien sind im syrischen Parlament vertreten.)

Communiqué on the holding of the eleventh congress of the Syrian communist party

The eleventh congress of the Syrian communist party was held in Damascus between 28/10/2010 and 31/10/2010 under the main slogans of the party

The conference hall was decorated with patriotic, class, and internationalist slogans, and pictures of the leaders of the World Revolutionary Movement Marx, Engels, Lenin, Stalin, and with the
picture of Comrade Khalid Bagdash the historic leader of the party, in addition of the pictures of the martyrs of the party.

The conference was attended by / 238 / integral delegates and / 6 / delegates as observers, also delegates from fraternal and friendly parties attended the conference as follows: the Communist Party of Greece, Party of Italian Communists, the Latvian Socialist Party, the Belgian Workers party, the workers Russian Communist Party, the Communist Party in the Russian Federation , Cypriot AKEL party, the Turkish Communist Party, the Turkish Workers Party, the Communist Party of Brazil, the British Communist Party (Marxist-Leninist), the Communist Party of Venezuela, the Palestinian Communist Party, the Union of Communist revolutionaries in France, the Lebanese Communist Party, the Iraqi Communist Party - People's Union- , Algerian Party for Democracy and socialism.

The opening session was held in the hall of the General Federation of Trade Unions in Damascus at 6:00 pm on Thursday, 28/10/2010. The conference was opened with the national anthem of the Syrian Arab Republic, followed by the word of the Palestinian resistance delivered by Comrade Abu Ahmed Fouad, a member of the Political Bureau of the Popular Front for the Liberation of Palestine, and a word of the Communist Party of Greece delivered by Comrade Demetris Pappaleonidas the member of the Central Committee, and a word of comrade Shahinaz Fakoush the member of the national leadership of the Baath Arab Socialist Party, and then Comrade Dr. Ammar Bagdache delivered the opening speech of the eleventh congress of the Syrian Communist Party.

And Participated in the opening session a number of gentlemen Secretaries-General of the parties of the National Progressive Front and the members of the central leadership of the Front, the Chairman of the General Federation of Trade Unions and the chairman of the General Union of Peasants and a number of members of parliament and some of the Ambassadors of friendly countries and a large number of political, literary and intellectual figures , and representatives of Arab and international trade union organizations and grass-roots organizations and representatives of the Palestinian resistance factions, political parties and liberation movements in the Arab and friendly countries.
The Conference received a lot of the greeting Messages and telegrams, and the opening session concluded with internationalist anthem. The Conference continued its work at the headquarters of the Central Trade Union Institute and elected the Presidium of the Conference and adopted the agenda of the conference and the schedule for its work and approved the following committees:

1. The committee of the political report and the programmatic tasks
2. The committee of the internal rules
3. The economical committee
4. The committee of decisions and recommendations
5. The agricultural committee

Comrade Ammar Bagdache delivered the political report of the Central Committee of the Syrian Communist Party and the delegates discussed the report during the days of the conference in a high responsibility spirit towards the Party and the nation, aiming to activate the work of the Party at all levels.

The delegates and individual interventions expressed the full agreement of the comrades on the policy of the party which is based on Marxism-Leninism and proletariat internationalism, and the conferees stressed once again to continue working in the policy of the party which is based on three pillars which were formulated by comrade Khalid Bagdash:

1- To cooperate with all patriotic and progressive forces in the country
2- The permanent struggle for the interests of toiling people
3- To underline the Party's independent character regarding the

principled issues and the major political questions The eleventh congress of the Syrian Communist Party affirmed once again that the key link of the national struggle -under the aggression and expansionist projects of American imperialism and Zionism and the pressures on Syria, including plots of the Arab reactionary forces - lies in the national steadfastness and strengthen its factors in all fields, especially economical and social issues and pay attention to the issues of the popular masses, including living conditions and expand democratic freedoms and to strengthen
national unity and further enhance the role and work of the National Progressive Front in the life of the country.
The Conference also stressed the need and the importance of making integrated economical and social procedures to enhance the positions of power in the Syrian economy and to provide a decent life for the masses of people and preserving the achieved social gains and developing it.

All the Interventions stressed on the Grand National logo: Syria will never kneel!
Delegates expressed their full support for the opening speech and the political report of the Central Committee which were delivered by Comrade Dr. Ammar Bagdache. After preparing all the reports by the committees, they were discussed in depth and after making amendments to them a number of decisions were taken in various fields of party work, including:

1. A resolution on economical and social tasks of the Syrian Communist Party in the current stage.
2. A Resolution on the essential tasks in the field of agriculture and agricultural relations.
3. A decision on the tasks of the national liberation movement and the current tasks.
4. A resolution on the concerns of youth.
5. A decision on workers issues and trade union.
6. A Resolution on Women's Affairs.
7. Resolution on the party Publications.
8. A decision on the preservation of national heritage and monuments and the protection of the environment.

The Conference also listened through its works to the words of the guests of the Conference and to the received greeting messages.

The Conference adopted the amendment of some provisions of the internal rules of the party.

The Conference unanimously elected comrade, Wissal Farha Bagdash as President of the Syrian Communist Party.

The Conference certified the political report of the Central Committee of the party, also certified the programmatic tasks of the party. The Conference listened to the report of the supervisory committee of the party.
The Conference continued its agenda by electing the supreme bodies of the party: the Central Committee and the supervisory Committee by secret ballot.

The Conference decided to send the following greeting messages and telegrams:

1. A greeting message to President Bashar al-Assad, the President of the Republic the President of the National Progressive Front.
2. A greeting to the memory of martyrs of the party and the nation.
3. A greeting message to our steadfast people in the occupied Golan.
4. A greeting message to the heroic Iraqi National Resistance.
5. A greeting message to the victorious Lebanese national resistance.
6. A greeting message to the heroic Palestinian resistance.
7. A message of solidarity with the steadfast militants of Palestinian people and the people of Golan in the Israel Zionist jails.
8. A message of solidarity with the Republic of Cuba - the island of freedom.
9. A message of solidarity with the Democratic People's Republic of Korea.
10. A message of solidarity with the Republic of Venezuela.

The works of the Conference were dominated by wide democratic atmosphere and a large number of delegates had participated in the debates, the conference was concluded with the internationalist anthem. Then the elected Central Committee held its first meeting and unanimously elected comrade Dr. Ammar Bagdache as Secretary-General of the Syrian Communist Party.
