Libyen: China vermittelt
Auch von den westlichen Medien ist registriert worden, dass China zu den "Rebellen" in Libyen Kontakt aufgenommen hat. Es gab ein Treffen in Doha und ein zweites in Bengazi. "In Kürze" soll eine Delegation der Aufständischen in China eintreffen.
Die mit Libyen solidarischen kritischen Medien kritisieren diese Schaukelpolitik Chinas, das gleichzeitig die Beziehungen mit der libyschen Regierung aufrechterhält. Es sieht so aus, als ob China seine Interessen in Libyen an die erste Stelle stellt und es sich mit keiner der beiden Seiten verderben will, um diese Interessen zu wahren, gleich ob die libysche Regierung oder der "Rebellen"-Rat in Bengasi sich durchsetzt (oder Libyen aufgeteilt wird).
Der hier gespiegelte Artikel in der chinesischen Global Times bringt ein mögliches anderes (oder zusätzliches ?) Motiv zur Sprache: "NATO countries have lost their qualification to mediate by siding with the opposition group against Gaddafi, while China and Russia would be the best choices to help seek a political compromise and avoid even worse destruction and bloodshed, ..." " China has recently stepped up efforts to persuade the two sides of the conflict in Libya to seek a political solution through dialogue,"
Die Ambition, eine Vermittlungsrolle zu spielen, setzt allerdings voraus, dass es zwei Streitparteien gibt, deren jede für sich souveräne Entscheidungen treffen kann. Mir scheint ziemlich eindeutig zu sein, dass das beim "Rebellen"-Rat in Bengasi nicht der Fall ist. Es handelt sich um Marionetten der Interventionsmächte, die ihr Land verraten, in ausländischem Auftrag gegen das eigene Volk kämpfen und, anstatt auf die libysche Souveränität zu bestehen, die Aggressoren auch noch aufrufen, ihren Bombenterror zu verstärken.
Allerdings gibt es unter den "Aufständischen" offenbar Spannungen, die schon zu blutigen Auseinandersetzungen geführt haben. Worum es dabei geht, weiss ich nicht. Die chinesische Regierung weiss darüber sicher mehr. Sind die chinesischen Vermittlungsbemühungen ein Versuch, Kräfte innerhalb des "Rebellen"-Lagers von ihrer Quislingrolle für die Aggressoren abzubringen und die Rolle der NATO zu schwächen ? Oder sind die Vermittlungsavancen doch nur das Vehikel der Wahrung der chinesischen Interessen in Libyen "so oder so" ?

China welcomes Libyan NTC envoys

China on Thursday said it would welcome a visit by envoys of the Libyan National Transitional Council (NTC), as Western and Arab states met on Thursday in Abu Dhabi to discuss the "endgame" for Muammar Gaddafi.
"We are ready to receive a visit from NTC representatives in the near future," Chen Xiaodong, director general of the West Asian and North African Affairs Department of the Chinese foreign ministry, said without specifying a time frame for the visit. "Military action will not solve any problems, but only complicate them. China would like to stay in touch with all related parties in Libya, including the NTC."
China has recently stepped up efforts to persuade the two sides of the conflict in Libya to seek a political solution through dialogue, Chen said, according to the Xinhua News Agency.
Li Lianhe, a Chinese diplomat in Egypt, met with NTC Chairman Mustafa Abdel Jalil in Benghazi on Monday.
This is the second meeting between the two sides, after the Chinese ambassador to Qatar, Zhang Zhiliang, met with Jalil in Doha on June 2.
Yin Gang, an expert on Arab affairs at the Chinese Academy of Social Sciences, told the Global Times that "given the untenable situation in Libya, it is time to come up with a solution, which can only be agreed upon through efforts from both sides. It makes sense to open up to both sides as China wishes to mediate the issue."
Libyan Foreign Minister Abdul Ati Al-Obidi visited China from Tuesday to on Thursday, and met with his Chinese counterpart Yang Jiechi.
"NATO countries have lost their qualification to mediate by siding with the opposition group against Gaddafi, while China and Russia would be the best choices to help seek a political compromise and avoid even worse destruction and bloodshed," Yin added.
An international fund aimed at helping Libya's rebels is now operational, a member of the NTC said on Thursday, AFP reported.
Italian Foreign Minister Franco Frattini told Reuters that Italy would provide the rebels with up to 400 million euros ($586 million) in cash and fuel aid backed by frozen Libyan assets. Kuwait said it would immediately transfer $180 million to the rebels.
France on Thursday said it would release 290 million euros ($421 million) of frozen Libyan funds for the benefit of the NTC. Turkey said it has established a $100 million fund to support the NTC.
Also on Thursday, Senegalese President Abdoulaye Wade appealed to Gaddafi to step down, and the US and Australia said they recognize the NTC as "the legitimate interlocutor."
